Comprehensive Housing Plan Framework for the City of Houston

(HOUSTON, Texas) The Houston Housing Collaborative (HHC) announced that it has released its Comprehensive Housing Plan Framework, a planning document to guide the city of Houston's efforts to create and implement a comprehensive housing plan for the City of Houston. The plan framework was crafted in response to the urgent need to address the housing affordability crises confronting the city and residents within the Greater Houston region, fulfilling the organization's commitment to Mayor John Whitmire during the 2023 mayoral race.

The Comprehensive Housing Plan Framework is a culmination of the combined efforts of members of the Houston Housing Collaborative, who stem from various professional backgrounds, bringing specific subject matter expertise in crafting this framework document over a months-long process. The final document not only features contributions from HHC members and collaborators but was also driven by community input based on a survey conducted by Rice University's Kinder Institute.

The framework contemplates developing a comprehensive housing plan that, amongst other things, focuses on affordability for varying income levels, including very low-income households and those requiring permanent supportive housing. Other hallmarks of the plan framework include targeting housing across different geographies, engagement with key partners and stakeholders, a focus on various housing types, coordination across inter-governmental agencies, design and construction guidelines, safety and resiliency, and increasing the amount and sources of funding dedicated to housing.

"This housing plan framework provides a great foundational background upon which the city will be able to build and formulate a comprehensive housing plan to address Houston's long-term housing affordability challenges," stated HHC board president Mayra Bontemps. "We are optimistic about the prospects of working synergistically with city administration and other key stakeholders in forging forward with a plan that will move us closer to achieving Mayor Whitmire's vision of making Houston a national pioneer in implementing affordable housing policies to promote sustainable long-term housing solutions for its residents" she added.

The Houston Housing Collaborative is a membership organization that advocates for Houston area residents by promoting the development and implementation of an equitable, comprehensive housing plan. Established in 2016, the HHC brings together a collective of professionals with varying expertise in the different aspects of the affordable housing ecosystem.
